Decent combination bike lock?

I just used it on a trip to the shops and it didn't feel too bad bungeed to the rack there and back. I could feel the weight and would put up with it for (say) 10 miles but I will not be taking it with me on my hilly forum rides!
I went through a period of bungeeing 2 d locks to my rack for cultural trips into town, carrying the rest of my stuff in an urban rucksack. I looked cooler, i hoped, moving between exhibits than clutching/shuffling along two small panniers. Don't know if it was coincidence (an old bike) but after not very long the mount on the bike the rack was bolted to broke. Couldn't help but wonder if the sharp thumping up and down had caused this. So now i carry the two locks in a tough ortlieb pannier.

The mountings near the dropouts should be fine on my bike. The current mounting arrangement at the top could become a problem though - I didn't have the correct parts to attach to the mounting point at the top of each seat stay so I made a temporary mount from an old plastic reflector bracket attached to the seat post, with a single bar connected to the centre of the top part of the rack. I'll nip round to my LBS some time and buy the parts to do the job properly. (It would be pretty disastrous if the top mount failed in use and the rack and its load rotated backwards!)
