It does state that several states have a policy of enforced helmet wearing for certain ages though. so they must believe their own report.Not only old but out of date ,and the paper they rely on for their 80%+ figure was re published with lower numbers. If you see the 80%+ figure claimed anywhere it's a partial indicator that the thing you are readign is not to be trusted.

21 states have age related helmet laws, if they do not enforce it that's up to them.I don't think the laws are enforced in any state.

I base my use or not of a helmet on what feels right for me.But,knowing as you do now, that the 80%+ figure is discredited, do you trust it?

You are not holding me responsible for non enforcement are you ?Lots of places have the laws but that is different from the enforced helmet wearing you were talking about. Very few enforce their helmet laws and where they are not enforced helmet wearing rates drop back to pre-law levels. So effectively the law is as good as not there. Several places (not US) have recently repealed their helmet laws in the interests of promoting cycling with all its health benefits.
