According to the reference Dayvo gave it applies only to females, in which case not all your declensions of the verb "put out" work. I'm still confused.

I am also sure it is not a new term. It has been used in America for decades.I think we should both wait until it makes the Oxford English Dictionary, which is actually revised quite regularly to include modern terms.
