I've been drawing a slight variation of what I want (top pic) , rotated (below pic) they look like BMX bars with right angled ends!

What you have almost described there are butterfly bars.

4 months later I'm nearly finished:

A brief evolution of a re-build (1960 Carlton frame):

i. Straight bars with bar-ends: no quick access to brakes at the bar-ends.

ii. Bullhorns (with brakes & shifters same as below): nice forward position but I want the central bar higher so I can stretch my back and be more visible in traffic.

iii. CAD drawing of my perfect bars but cannot find someone to make them.

iv. Satisfaction: Soma Walker Track handlebars (44cm); trimmed (-30mm) they're sold as replica drops.
Acor Cyclo Cross Auxiliary Brake Levers (two pairs).
Dia-Compe Bar End Shifters.
Dia-Compe Handrests (adapted using Zefal Gizmo Bottle Cage fixings as I couldn't get the supplied clamps onto the bars).
I'm still fine tuning, thus no bar tape yet!

They are essentially now just pursuit bars (bullhorns) with a bit of drop, you can get them off the shelf from loads of manufacturers, Nitto being a prime example :S They are all the rage with fixie skidderzzzz!

Otherwise, flipped and chopped drops are as common as muck (its an age old idea), surprised its taken you so long to come to a reasonable conclusion on what you wanted.
