Could that shape be made by adding some old school bar ends facing down on some flat bullbars?

angled down from stem, with these on the ends:

Not the prettiest solution, but possibly a less costly option.
Are there bar ends that I could plug my shifters into? If so I think there would be all sorts of possibilities.
Internal diameter would need to be 20-21mm and they would need a strong fix to the bars.

I've had similar problems, due to having a plate in my left arm thanks to

an altercation with a mad bmw driver,I can't use normal drops as my arm

goes numb after a while and my left arm is much weaker than my right now

and can't exert enough pressure with normal drop brakes.

have tried all sorts of bar and brake combinations and have settled on a set

of drops flipped upside down and sawn off leaving just a small section of bend

to grip for honking up the hills and crosstop brakes mounted on the centre

The thing with your drawing that occurs to me is your gonna bang your knees

Have you seen the on one one midge bar??

Default position is what I have right now, it's the equivalent to being on the hoods of drops; but I want the cross bar higher, partly to stretch and partly to be more visible when necessary.
This design suggests an 'in between' position: the almost vertical below the cross bar, this may be good for pulling?

Hmmm the drawing you posted and this link
I don't know all the ins and outs, but it's a starting point to consider a modular approach. You can get drop bar ends too.
Fourth down, far right '185180.jpg' - looks very similar?

I have one of these:

and I do bespoke multi axis tube bending:

That has to be the closest I've seen, thanks you guys, if I can't find better I'll order these. They're even 500 wide which is about what I want
The only real problem with these is that the croos bar is not wide enough to mount the, secondary, cross-top levers?
I've now seen these and they're not right for me, they look OK in the picture but that's just the perspective.
