It's probably worth approaching some local frame builders, as they will have metal bending tools to suit your needs, and will be able to work out what fits your requirements. Or if you know exactly what you want (as in a precise, detailed written spec) contact any local metal working company and they should be able to follow your instructions and produce precisely what you need.

I wouldn't be so sure about a frame builder or fabricator being able to that.

Bars seem to be drawn tubing done with machine tools and heat treating processes not just tubing that has been put through a bender like a plumbing pipe, sure you could get something that looks right but I am not so sure if it would be strong enough.

Would that make it difficult/ expensive to have one-off pieces made?

AnotherEye, what kind of bar do you have in mind? Are you wanting to create a unique bar or one that is perfectly ergonomically fitted to you?

Well it's both, I've thought about the ergonomics that I want (because I only have one bike and I use it for commuting and long distance) and the consequence, not the purpose, is something unique as far as I can tell having done extensive searching.
Imagine that you have drops, set maybe a little lower than average, and you spend most time on the hoods. you never use the actual drops so they might as well be sawn off. Secondly, you move your hands to a the cross bars, it gives you a change of hand position, you get to get stretch your back and you have a more upright position for visability in traffic; but the cross bar is still too low, you want a greater contrast between this and the 'hoods' position, so the cross position needs to be higher than is typical on drops
The nearest thing I can find is just not wide enough:

(even if they were wide enough, I want about 50cm, I would still cut them off at the final bends).

For a small fabricator yes if they don't have the machinery to do it, it's not just a pipe bender like you see on Amercian Chopper, they certainly aren't going to able to work with aluminium, only steel and not thin walled steel either.

Anywhere that did have the kit is going to charge you through the nose for a one off.

I've been trying to get a small batch of replica 1895 racing handlebars made for over a year.

Even Pashley, who have the kit, were unable to make them.

No problem getting 1000+ pairs made, though.

Default position is what I have right now, it's the equivalent to being on the hoods of drops; but I want the cross bar higher, partly to stretch and partly to be more visible when necessary.
This design suggests an 'in between' position: the almost vertical below the cross bar, this may be good for pulling?
