Apparently it's the Scots. I see no reason why they should exercise a veto on the rest of the UK. If they wish to have their own time zone (no doubt little advanced from the days of William Wallace) then that is up to them.
Reminds me of the BA air stewardess who said to the passengers on a flight to Saudi, something like, " Please adjust your watches to local Saudi time, 1873"
