I would recommend the half watt for a rear light, i used to have three for when i was riding around two on steady and one flashing. The cateyes i dont think are as good or as bright as the 1/2 watt smart. I know smart do packs which have the 1/2 watt and a 1watt front light together. 1watt would be ok i expect.
Front lights, if your serious about commuting on unlit roads, i would say its probably better to spend a bit more now than have to get more later. I have two busch and muller ixon iq's at £60 a piece they arent cheap but if you just get one that would be plenty enough for commuting. Its small light and plenty powerful. Runs off of 4xAA batteries which i find is more convienent than having a separate specialist battery like some other lights.
