A washer then ?If it is rubbing (difficult to see from your pics) you could try putting a spacer on the axle, only needs to be narrow.

re built freehub body could be ok but is it definitely installed fully back onto the axel fully…?

Hi yes it 11 speed , but it's sticking in all cogs not just the smallestI’m counting 11 cogs and from that, it must be the chain rubbing when on smallest cog. This may be a daft question, but the chain is 11 speed?
I have just had another look myself I agree there might be an I'll fitting spacer or two there I'll double check and reassembleThe spacers also appear to have a gap between them and the adjacent cogs or is that an optical illusion ?
