Isn't that an overpaint of the original color? Paint around the lugs, particularly the seat cluster, seems overly thick for a high end frame - Campy dropouts demonstrate that pedigree. Paint at the rear drop outs looked like they got onto the flats which are almost always cleaned before leaving the factory. And finally, it didn't leave Nottingham with 10-28 round head screws holding the headbadge in. I will stake my entire reputation on this site that the brazing on of the bottle bosses necessitated a <cheapo> respray.

If the fork is original, I would seriously look into straightening it.
