Easy enough to find a LBS willing to take some extra cash . I just questioned the fact you could be a groupset or should I say a complete bike on C2W .Aside from the issue of buying a bike on C2W to not C2W I can only presume your employer has a credit license for you to be lokking at bike far in excess of £1k.

Sounds a lot like MPs and their expenses...I can't see the problem, my employer shouldn't offer the scheme for homeworkers if it's against the rules.
You can buy a complete bike, accessories or parts (e.g. groupsets) through C2W. You are not restricted to buying just a complete bike.
It could be ridden to work but would look funny with rack and panniers , guessitmated my luggage at about 5 kg easily i like to travel with the kitchen sink .Indeed. At least @cyberknight could ride the C2W bike to work if required/desired
The problem is that the rules (as published by the Government) do not prohibit homeworkers from using the scheme. In fact, the opposite:
The HMRC Employment Income Manual chapters that deal with C2W aren't that helpful either as it seems to suggest that excluding those who cannot opt to commute by cycle (e.g. homeworkers) would prevent the exemption from applying:
Although this is badged as 'Cycle to Work' and is nominally about reducing environmental pollution, it appears that there is a tacit acknowledgement that not everyone will (or will be able to) take advantage on the basis of commuting but that it's better to get people on to bikes anyway...

I have a problem with the whole principle of C2W where I, as a higher band tax payed, have the potential to save more with the scheme than a much lower paid individual for whom the expense of a bike is likely to be more of a burden.
Getting back on topic. Why the fondness for Decathlon bikes? I got a Bianchi with Di2 for not a significant amount more that your B'Twin option. That was from a retailer who takes part in C2W as that's where I got my C2W bike from several years ago.
Our C2W rules state this to be minimum of 50% of the total usage that the bike gets.But note from the official guidance
