Canucks. If you have hold of the object they are stealing at the time. It ceases to become theft and becomes a robbery, which is far more serious. In your example it suggests there can be no thefts and that is obviously not correct.

Steve to me it sounds more like a paperwork/stats work around - one of the problems with setting targets, one of the first responses is always 'how can we juke them' - nod to The Wire by use of the word juke.
