so what has 'not wearing the ideal kit' and 'improved his and his bikes visibility' got to do with him riding head long into a skip?

I think this must be the ideal kit they were referring to

It was mid January and he left home at approximately 5:30am to cycle only a few miles to the local post office where he worked as a postman. He had his lights on, was wearing the appropriate clothing, his helmet was on and although it was dark there was no rain, sleet or snow. His brother did tell me that he his clothes were dark and he really should have improved both his and his bikes visibility.

Which is it?

In anycase slow down in crap conditions.
