its a 700 frame for sure , take it to seller if unsure for a refund ist not rideable

A not authoritative but measure from the centre of the rear axle to the mudguard bridge. Pretty sure it'll be about 350mm for that type of frame - to fit 700c wheels. Advice below is good.

Looks like someone stuck a 700b wheel in instead of a 700c, plus the tyre is way too big. 622x28 is the biggest that frame will take comfortably.
