back wheel rubbing on frame

hi ive just bought a peougeot clubman 10 speed racer but the back tyre is rubbing on the frame can anyone tell me how to measure the wheel properley so i can get the right size tyre cheers for any help

Is this an "older" bike, having horizontal rear dropouts?
Have you tried centering the wheel before you tighten the wheel nuts?
Which bit of the frame is rubbing?

A quick web search suggests that the Peugeot Clubman does indeed have horizontal dropouts. This would suggest that the wheel is rubbing on the chain stays just behind the bottom bracket, probably on the non-drive (left) side.

In which case just slacken off the wheel nuts/quick release and re-centre the wheel then tighten them up again.

its rubbing on the front part as if the tyre is too big or the wheels is too far forward tried recentering the wheel but still does it

So it is rubbing on the short bit across from one seat stay to the other. How wide is the tyre you've got fitted?

i bough it of someone who has put a 28.1.25 so obv too big so tried a 27x something of another racer but its still doing it so im wondering if its a 26inch i need

"8 x 1.25 is a really big tyre nearly 32mm try something 28 x 25mm this may fix the issue

Changing the 28 to 27 or 26 will be impossible unless you change the wheel as well, it refers to the overall tyre diameter, which is fixed to the wheel size. The 1.25 in the original description refers to the width (and depth as bike tyres are essentially cylindrical in section) of the tyre. As someone else pointed out, 1.25 inch is 32mm, which is huge for a "racing" bike.

thats nearly 35 mm far too big for that frame!

1 inch is approx 25mm and 3/8 is approx 10mm
