I think RR is about right. Compulsory signs are definitely needed and perhaps a bit on the short side sometimes. Advisory signs can certainly be overused.
Some areas certainly lack street signs, others not.
It is a bit odd that you cycle along a road for miles and then just because the road becomes part of a cycle route there is a bike warning sign. I guess there is a slightly higher chance of encountering a bike on that bit of road but it is worrying that there is seen to be a need to alert drivers to the possibility of encountering a bike. What happens on all the other roads?
This has been touched on in the Sustrans Rangers' forum. The impression given is that cycles aren't to be expected on other stretches of road, and by a further stretch of logic, cyclists are expected to confine themselves to designated cycle routes. Thus you get the situation which arose in Telford, where a cyclist was actually fined for not using a cyclepath.
