I believe something about no bikes before 9:00AM or after 4:00PM - rush hours. Anyone confirm this?

So the answer to my own question would appear to be that either the Elizabeth Line doesn't run as deep as I thought, or yes, they have waived the ban on cycles in deep tunnels just for that one line. Presumably this is the reason why bikes aren't deemed a safety hazard in the event of an emergency evacuation:

"unlike the rest of the London Underground, the Elizabeth Line is fully accessible. From street to platform, each station is step free, making it easier for all passengers to make their way to the train"
