The balloons are made from latex and are usually fitted with a narrow strip of material around the circumference populated by cats. The cats chase each other around the circumference, with the fur / latex contact generating significant amounts of static electricity which helps power the onboard electronics. After a period of time the cats lose interest in chasing each other and instead turn their attention to the fabric of the balloon shredding it and causing it to de orbit.
Due to an oversight the balloon that was eventually shot down had been launched too close to the Chinese New Year, and as part of the new year celebrations involved laser light shows which distracted the cats and resulted in them " jumping ship " before reaching the material shredding stage and preventing its de orbit.
