Yes they do that. One of our vans recently had virtually crossed a box junction apart from the last foot and we received a £ 100.00 fine for stopping. I attempted to argue the case but they were having none of it pointing to the HC where it states that you must not enter a box junction unless you can travel completely across it without stopping (unless you are turning right )
