What about Section 96 of the Road Traffic Act 1988?
This for a roadside test
That only allows police to repeat the reading of a number plate like in the driving test, due to section 92(7B). It does not allow them to require a recent proper eye test. Only the Secretary of State can do that under section 94, in writing, which is relatively rare.

In any event, the number plate test is pointless. It's possible to have tunnel vision so bad you would be classed as clinically blind and still pass.
