on a serious note if there is nothing for the cows to feed on call the RSPCA, there are welfare issues.

I'm still alive with no sign of stiffness, not in my neck at least. I wouldn't dare report the farmer to the RSPCA - you don't want to make an enemy of your neighbour if he's a farmer! Anyway his cattle look in better condition than the specimens I've seen around some Lancashire hill farms where many farmers are teetering on the brink of financial and mental collapse.
