Except he says "I rode all last summer and through the winter on this exact rim and tube and tire with no problems. "Which weinmann rims are you running, XR18s? If so weinmann rims are designed for 18-23c tyres, and you're running much wider, I'm wondering if that might be the cause of the problem.
I'm just speculating, but it may be that with the lower pressure you run the tyres at, they're not seating properly on the rim and moving a little as @dodgy said above, which could be causing the problem, as to my eyes that looks more like a tear than a puncture.

the rim is an LP 18,. yesterday I went to a different store and bought a different brand of tube. I installed it with talcum powder inflated to 70 lbs and rode hard for 20 miles, I purposely didn't avoid bumps in road as I usually do. When I got back I removed and inspected the tube. there was no loss in pressure and no evidence of pimples or a tear so I believe it was a bad batch of tubes. I will keep my eye on it .it's definitely a tear and not a puncture. thanks for your reply

After the third had gone the same way without being able to find a reason for it I decided I couldn't trust them any more and got a different brand. No problems since with those.
that's amazing Phil, exactly my problem. I so appreciate you posting this, I have now visited 5 bike shops and not 1 mechanic had an answer. When I got back I removed and inspected the tube. there was no loss in pressure and no evidence of pimples or a tear so I believe it was a bad batch of tubes. I ordered a couple Schwalbe tubes and will steer away from the cheap stuff I will keep my eye on it .

I agree..................I still think it's a loose fitting tyre that is turning independently of the rim, adding the talcum powder stopped the tyre from taking the tube with it.
I just found out that when I purchased this rim from the LBS that they not only ordered a rim that was too narrow for my tire but also drilled out the presta rim hole to fit a schrader vale. Last time I use that shop. for now I plan on using this rim but I ordered the correct tire for this rim.Looks like the valve isn't all the way home in the rim leaving a bubble to form either side of it. I had this on an aero rim I'd unwisely drilled out for Schrader valves. refitting Presta tubes with a suitable hole filler plug to take up the slack solved the issue.
