That's a bit old I think. I believe it has been changed - even emergency services had problems negotiating them.

Emergency services could use the bus lane.
True - the video does show a police van crashing into them though.

We have several tight width restrictors near where I live and we just drive through them, not into them. Granted the posts have plenty of battle scars but I don't think it's a regular thing.

It also shows a white van using the bus lane (around 1:55?). Admittedly it might be emergeny services, view was obscured by the interviewee!
Sometimes our lovely police make mistakes.

Depending on the local arrangements the dibble may have permission to use bus lanes and other such TROs. They certainly do up my end.

I presume that people will become used to them in Wales as they are now more common and normal
In England a lot of people seem to regard them as irrelevant
There is a long(ish) one on a main through road in Netherton that we use to get to the grand kids house
Generally most people do less than 30 but a fair bit more than 20
in fact I have seldom seen people going as slow as 20 - the lowest seems to be about 23ish normally
but it certainly slows down the average speed
