I believe those are on the site of old mill sheds on the other side of the L&L. The tallest of the group is a survivor from the mill. Not sure, but I think it is an engine house.

Old Town Mill​

nicked off the developers web page;
"Old Town Mill, or Mitchell Mill as it is known locally, is a Grade 2 listed former textile mill situated north of Hebden Bridge. The mill dates back to 1851 with later additions in the 1880’s. The mill was extended in the 1890s for the Mitchell Brothers, to accommodate a worsted mill. Old Town Mill is a good example of an integrated mill where an original weaving shed was adapted to incorporate advancements in mechanisation – for example the addition of the engine room for a small beam engine. The mill is a prominent landmark on the horizon with stunning views towards Hepstonstall and Stoodley Pike.
In the early 1960s the mill site was used for poultry keeping, sheepskin rug manufacture and cattle."

Herdman's Linen Mill, once an enormous concern and they had created a "model" village for the workforce. They didn't allow a pub though!
