This bloke got his horse out of a trailer, presumably put the saddle and the rest of the horse apparatus on, and managed to catch up with the bike thief still in the carpark?
Open trailers in the USA, so faster & easier to get the horse out. Also, if he was on his way to something, that horse was probably tacked up. It's more of the done thing in America with working horses and riders.

Says thief got off the bike and tried to leg it.

Is it just me or do others imagine Clint Eastwood coming out with those quotes?
 
There was a UK program

I think it was called"SWAG" or something similar

They would prank would be miscreants

One of theirs was a bike that spray painted the would be thief from a setup in the headset

Reading the comments below the line on that story, I'm actually starting to side with the bike thief.

It's not often that I'd agree with Jeremy Clarkson, but I think he was right when he reckoned that there are places in the US where people have started to mate with vegetables.
