39 = the number of teeth (normally) on the small chainring on the front.
17 = the sprocket with 17 teeth on the cassette.
Personally a hill is a hill.
BTW - if you are putting in a lot of effort into training you ought to plan ahead for the winter as it's a bit of a waste if you drop all the conditioning in the bad weather.
