That was the foot pump for the windshield washers. I don't think that actually worked on any of the Capris I had.
That foot pump was useless because you couldn't get the windscreen wet before the wipers start. I put an electric pump on mine, and while I was about it I got rid of those useless nozzles that poked though the air vent.

A lot of cars, the washers only work across a narrow speed range. Outside of that, they either wet the cowl or spray over the roof.
 
I've only once driven a car with rain sensitive wipers. It was a hire car and it frightened the life out of me when they came on.
Even worse than that, was a Toyota C-HR hybrid that my wife had for a while (2018 - 2022), if that was stationary & she'd not turned it off, but had the heater/radio (for example) on, every so often it would automatically restart to keep the battery charged
I presume it was a smaller than normal battery, just like her present 'works van' (Yaris hybrid), that has a 12v battery that looks like it belongs on a 600cc motorbike!
