When it was really cold I went for my old Timberland boots with two pairs of socks, feet were toasty. Now have my eye on a pair of Rigger boots from B&Q following a recommendation on YACF:-

Only good if it's really cold, otherwise it's my trainers and some overshoes as backup if need be. Though I will admit that they'll look a bit strange coupled with lycra longs.

Lycra with those boots won't look a bit strange - it'll look absolutely ridiculous! And won't water get in the top? Oh hang on, I bet you've got a set of marigolds lined up to seal the top haven't you?

I was tongue in cheek about the lycra but not about the boots, though I'd envisage them as cold, as opposed to wet, weather wear. I'd wear some overtrousers, over the tops of the boots, I don't think the Max Wall look is going to catch on somehow.

When I cycled in the snow and ice, even with studded tyres, deep snow meant some walking....boots made a lot more sense than anything else. This is pure transport/utility cycling, I'd even give wellies a go if need be. At one point my bike was the only 'vehicle' able to get out of my road.
