Someone has thoughtfully provided you with a sort of dished wheel - not centred in the middle.
It's a reasonably easy LBS job to fix if they have used the same length spokes on both sides.

Put the wheel in the other way round. If the wheel is to blame, the wheel will then be too far the other way. If the problem stays the way it is now then the wheel isn't to blame!quite possible that the dropouts are mis-aligned then. Unlikely to be the wheel.

I swapped the wheel for another identical one and it's offset in the same way, so it's the forks (?)
