Why are there so many newspaper cycle helmet polls?

Make the non-wearing of helmets compulsory. Give a free Bikeability lesson to every rider who hands one in to be crushed.
The statistics suggest that would reduce cycling injuries and even deaths more than making them compulsory. Oh and get a modal shift from four to two wheels for free.
