See who does the council's recycling - if it's a privatised service the operator will normally do lots of other stuff as well; or look up recycling operators in the yellow pages etc.
We have a big local company who does all the waste recycling, they collect used clothes, bag them up and send them to who knows where; I'm buying rag for work from them at £7 per black bin liner full, washed and sorted - I can ring them and say I'd like X bags of cotton, X bags of towelling etc.
There is also a place who does all the charity collections who have a big sorting warehouse, you can get rag from them cheap as well. If you get these people coming round who shove charity bags through the door, try asking them - or distribute your own bags and have your own collection!
