Why does their gender even enter into the conversation?

It is irrelevant but the original suggestion that the rider was male may be doing the person an injustice.
My concern is that their road position is terrible and by hugging the gutter they are inviting car drivers to pull up alongside them at the lights or attempt to pass them as they cross the junction. A confident, strong primary position would be better and more appropriate whether on motorbike or bicycle in that situation.
