This may sound like a ridiculous question however.......would you expect the front wheel to come into contact with my foot (or the pedal) when turning the bars. The reason for asking is that I've just purchased my first road bike (Jamis Satellite) and as I've always had a MTB I've never experienced this problem before.

If you're using a clipless system Craig..Look, SPD etc, can you move the cleats on the shoe further forward...this will take your toe back from the pedal.
I had the same problem with my Bianchi...moved the cleats forward, problem solved.

Toe overlap is not a problem even on a fixed-wheeler. It's also not confined to small frames either or short wheelbases or modern frames my 1959 23" Holdsworth fixed has it and it's not an issue.
I would say a word of caution about moving feet about too much, your feet need to be optimally placed for pedalling rather than avoiding the front wheel, of course if a few mmsolves the problem then go for it. No need to change cranks either. Don't worry! You'll soon forget.
