I've to a specialized sectuer elite 2011 model that i got late 2011, it's my first ever road bike it cost around 700-800, ive done around 3000 miles and lately have had to have a light true up done on both wheels a couple of times...

Im not light 14 1/2 stone....

I have a hankering for some new wheels but i can't really justify spending a shed load of cash would these provided some minor improvements over the stock wheels ?

Depends what the stock wheels are, but considering Fulcrum R7's are essentially entry level wheels (sometimes found as stock wheels on bikes) they are not going to be much better than most other stock wheels. They are robust though.

Rims: Mavic CXP22 with eyelets
Front Hub: Forged alloy Hub, sealed bearings, 28 hole, for J bend round spokes
Rear Hub: Forged alloy, sealed, cassette, Quick Release, 32 hole
