After many attempts that have ended in disaster I conclude it is a dark art of an occult nature, and practitioners should be burnt at the stake (after truing my wheel first though).
If the rim does have a buckle then be aware that an even spoke tension is unlikely to be achieved. The spokes pulling in the buckled portion will be overtight and the others lacking in tension. This does mean that the wheel is likely to go out of true more easily.
