For that tyre size and use I'd go for Rigida Chrina rims on the best hubs the budget allowed. If you have a decent local wheel builder I'd use them, then next time they’ll re-use the hubs and spokes. Rigida rims are more readily available now they have a major distributor. If you don't know of a local source, Spa cycles have been using Rigida for years and have a good reputation.

i'd also add that you can't beat having 36 spokes
