I'm currently stripping down an old Peugeot frame to convert to a fixe and have come across this protrusion on the inward-facing side of the head tube. It does not seem to have a hole (for, perhaps, grease), and Google has yet to throw up any likely answers. So, over to you!

Back in the day, seat angles were a degree or two slacker than head angles, so the pump was squeezed tighter if it tried to slide down the seat tube. It's a bit less secure on a modern Taiwanese tourer with a 71 deg head and 73 deg seat.

Thanks for the replies folks. @Spiderweb's photographs reminds that I used to see them back in the day.

I'm going to have to give a long thought to what I'll do next - I had planned to file down everything not needed for my fixie, so as to get a clean a look as possible, but now I'm not so sure.
