Not clear what your priorities are, but with wheels it's always something at the expense of something else.
If it's cheap aero you're after, and aren't too concerned about weight, then look at these.
Otherwise, get a set of the Velocity A23 with hubs of your choice built up. Light AND strong.
Handbuilts for reliability.
Personally, CXP33's, Ultegra hubs and DT Swiss or ACI spokes. Builders, well you have Rick Green in Handforth and Wills Wheels in Stockport as well as Surosa. I can recommend both Paul Green (Paul is the son of Rick Green and runs the shop these days) and Will's wheels - I know both quite well and they build superbe wheels.
CXP33's are slightly heavier, but are aero profiled, and look better IMHO, especially with the new subdued graphics. The Open Pro is semi aero, but slightly lighter.
Both are excellent and bomb proof. I've used the Open 4CD (previous rim to Open Pro) and currently use CXP33's on my commuter and Herety.
Decision comes down to how big a tart you are. CXP33's are nice !

Open 4 cd's!!! Had them on my 1989 beauty of a bike - awesome wheels they were.
Will's wheels also do some nice bike builds! A few in the club have Wills wheels winter bikes! Fossy can attest to their builds
I only retired some Open 4's a couple of years back (the wheels were the originals on my Herety, built by the man). Had Will build my 7402 DA hubs into the CXP33's - 28 spokes, so nice an light.
