I think it means that they're not registered to the user any more, so books they've bought are no longer on the device.
Unlocked in mobile phone terms means it's not tied to a particular network (like my Virgin mobile is, so I can't just stick an Orange SIM in and expect it to work), but that doesn't really apply to Kindles.
I'll also add that I've found myself hardly using the Kindle now I've got the Kindle app on my smartphone. Any tablet will also run a Kindle app, so the only thing going for a Kindle device is the very long battery life and e-ink display.

If you want to read outdoors in sunlight then e-ink Kindles are great, whereas most tablets are awful. My Samsung Galaxy Tab looks really bright indoors, but it is virtually unuseable in sunlight, even with the brightness turned up to its highest setting. (The only way I can use it outdoors on sunny days is to sit in the shadow of something and sit or stand with my back to the sun, and even then it is pretty bad.) Indoors, or on dull days outdoors - tablets are great!

I used to have a Kindle but then I got a Samsung 7" Tab 2 and sold the Kindle and I now just read on the tablet.

I am waiting for the new Nexus 2 7" 32GB to come out in the next few weeks it promises to be a nice tablet so I want to see what it is like compared to the Samsung.
