What on earth are you on about?
"oncoming" doesn't mean "coming from the front", it means just "approaching you".

No - oncoming is coming towards you - I don't know what they call the ones about to overtake but they're not 'on coming' ? over taking car / passing car

"Coming towards you". Indeed.
That can be from any direction. It does NOT mean only "coming from your front". Anything overtaking you is "oncoming", as is anything coming from the side towards you. It is the coming towards you that defines it, not the direction of travel. If they are behind you maintaining a reasonably fixed distance, then they are not oncoming (though you still should be aware of them and act appropriately), but if they are traveling significantly faster than you, they are.

I'm glad they are recognising and warning against freezing rain or whatever it's known as.
Doesn't happen often but it's pretty dangerous when it does.

I don't like their emphasis on wearing hi-viz in fog.
They obviously haven't had the experience I've had on a foggy ride, where just a pair of legs riding a bike loomed out of the mist ahead of me.
The rider had a yellow fluorescent jacket on and it was perfect camouflage against the foggy background, while his black trousers stood out really well.
