The problem is that most boots are too low and have too much foam padding. You cannot train water from your overpants to run outside most boots. Neoprene ankle wraps are not very pub friendly, they look dorky. Overbootees and waterproof socks are an admission of boot failure.
I am always on the lookout for boots with a lightweight construction and an unpadded high upper that only functions as a rain gaiter with no specual function for support. Paratrooper boots have the height but too much of everything.
