It use to be a common problem, not so much now though with modern components and alloy frames. As mentioned earlier, a drain hole in the bottom bracket will let the water out although I've never bothered. What I have always done is sprayed the inside of the frame with oil or wax and reapplied whenever the bottom bracket has been out. Doing this has kept my 1980 Mercian frame as good as new on the inside.
What sort of wax? I sometimes squazz some WD40 down the tubes but don't know if it does any good.

Waxoyl or something similar that will stick to the inside of the tubes.

This is never going to be the case in a bike tube. Whatever pools of water that there may be will have plenty of room to expand into. It's not as if you'd take out your seat tube to find that the water was up to the top. It's just a rusty puddle at the bottom. Don't panic.

never say never!!
the stays were identical before trhe water froze and split the one on the right

*Puts fingers in ears" La la la la la...Not listening...Oh, all right then, that'll teach me to be a smart arse. I stand corrected. Although I am surprised that this could happen. I really did think that there would always be enough room to allow expansion. I'm soooo embarrassed right now.
