Chromebooks don't run android. You can update the op system on some so that they will install/run android apps but I have the impression that it might slow/clog things. And I'm pretty sure my smaller chromebook, most likely to be used when out and about won't install android apps.Yes you can connect to various countries, I usually connect to UK, I may have been on the day I contacted the bank, but he did think I was in Germany, I have never knowingly selected Germany as a connection,so who knows.

There is a Nord Android app so its very easy to use, don't know how easy it is on a Chromebook, but aren't they android based ? there is a Nord extension for the Chrome browser in windows.

so we may have a solution. Seem to remember last time I looked nord demanded some complicated tinkering for chromebooks which was a bit beyond me and I feared screwing something up/leavingt holes.
