V brake pad adjustment

Idk if this helps but mines is 72mm brake pads

When i put a piece or cardboard or zip tie, do i engage the brakes while tighten it?

UPDATE: I FINALLY GOT IT TO WORK.

Also, do i need to set tor for the back wheel as well?
