hi
i have some "maddux drx 6000" 700c 622x14c rims with 700c x 35mm sammy slick tyres.
is it possible to fit 25mm or 28mm tyres on these rims. tried a few searches but the 14c has me stumped
thanks in advance

Sheldon Brown has a chart here (about 3/4 of the way down the page). Although it doesn't specifically show 14mm width, by extrapolation from the available info I'd expect 25 and 28mm tyres to fit with no problems.

Usual rule is between 1.5 and 2.5 times the rim width.
This gives 21mm to 35mm as workable widths, so 25mm or 28mm should fit nicely.
28mm is the tyre I usually fit if I'm making a hybrid more suitable for road stuff.
