Basically, take the tyre off & measure the rim width inner faces, then the smallest size to fit safely is 10mm more than that width.

Hi,
Unless your an utter speed demon tyre width has no effect and
on typical british roads fatter tyres are nearly always faster.
The only advantage of narrow is aero and you have to be very fast.
The disadvantage is discomfort, which feels fast but is more tiring.
Loads of choices at 28mm, very likely your best option.
