O/T but are cyclists actually allowed through the tunnel?

I drove through it a few days ago and I remember seeing a prohibited vehicles sign on the northbound carriage way. So no bikes.

You have to divert up past the petrol station and BMW garage once you reach the tunnel, if you're on a bike. That's a very dodgy manoeuvre, even with good visibility and dry roads.
The driver involved in the accident has been arrested on suspicion of causing death by driving without due care and attention.
