Possibly contracted out on point of principle: the Government often require public sector to identify services which can be contracted out.
Can't recall it ever being done any other way though. During which time other organisations have employed real people to actually oversee the work.
 
Those with millions usually find it easier to make it difficult for the authorities to enforce collection.
Yeah, and the license fee dodgers probably aren't Tory (or Labour) donors.

seriously, even if the license fee dodgers roll over more easily, I suspect the same spend would have got more money from millionaires than people shut up in their council housing, watching TV because they can't afford to go out.

A former work colleague (he's now retired) had no end of trouble with the TV licence people, who seemed to have great difficulty believing he didn't have a telly.
Quite threateningly worded letters every few months and visits as late as 9pm at night from "officials" demanding entry to his home to search for a hidden telly.
Fortunately he's made of stern stuff and gave as good as he got, but even he admitted he had considered buying a totally unnecessary licence just to make it stop.

No. Postage return is basically included in the price of the stamp.

(people used to use "return to sender" to never have to pay for postage. Carefully open letter, write reply, put it back in the envelope and then cross out your address and write "return to sender")

I read it somewhere.

I am way too disorganised to have written enough letters in my life to justify this level of deception.

Note: When I read this I assumed the recipient was expecting a "return to sender" letter, otherwise they'd just think "oh, my friend has moved without telling me", and binned the letter. I - sad to say - have never kept a letter correspondence going long enough for this to happen.

I'm currently being hassled monthly by the police... they reckon i might have an unlicensed firearm but the only evidence they've got is the fact that i haven't applied for a firearms license :wacko:

There's one out there with my name on it!

And I can't drive. Does that stop me being investigated?

At least when they come to visit to check, they'll have ID.
