Trousers or lycra in rain

What do you find is best to wear on your legs when it is tipping it down and cold. I just don't know what would be best???

Like folk says it depends. If its really short and I'm going to the pub in cold weather, etc. I prefer waterproof trowsers but for any decent length ride I prefer lycra to 'boil in the bag'. What that length is probably is also down to inividual fitness levels (i'e how much you sweat)
