Another place to try is roadace who hand build wheels. Ask for Steve, top tester too.
I TT on ird aero rims with cx-ray spokes, love them to bits. They are in your budget too. Went for these as opposed to carbon so I could race on any road surface without sweating about my rims....just sweating because finish line not visible yet...!
